Who does this law impact?

In-Scope:

• Russian nationals
• Russian legal persons
• Russian-owned entities outside of Russia

Out of Scope:

• Russian passport holders who are also nationals of an EU Member State
• Russian passport holders with a temporary or permanent residence permit in an EU Member State, EEA country, or Switzerland
